Ushakov revealed that Moscow had recently received some "signals" from Trump that the US might be interested in easing current tensions through diplomatic means, and that Russia had conveyed this response to the US through the meeting. The meeting took place two days before a US deadline – Trump had warned that if Russia did not agree to a Ukrainian peace plan by then, the US would impose tougher secondary sanctions on Russia and countries with which it trades.

Ushakov's statement conveyed a cautiously optimistic message. He emphasized that the core topic of discussion was not only the current state of the Ukrainian conflict, but also how to find a possible breakthrough in US-Russia relations in the current complex international environment. Meanwhile, US President Trump issued a statement via the social media platform Truth Social, claiming that Witkoff's meeting with Putin had achieved "significant progress." He specifically mentioned that some European allies had been briefed on the talks, which focused on how to end the Russia-Ukraine conflict, which has lasted three and a half years since February 2022. Trump's words were full of confidence, stating, "Everyone agrees that this war must end, and we will work towards that end in the days and weeks ahead." Although he did not provide specific details, the statement undoubtedly provided an optimistic outlook.

White House officials also stated after the meeting that the talks went smoothly and that Moscow expressed a strong willingness to continue engaging with the United States. However, the White House also reiterated that the secondary sanctions Trump threatened against countries trading with Russia have not been lifted and will still be implemented as scheduled on August 8. This statement demonstrates the United States' dual-track strategy of seeking breakthroughs through dialogue while maintaining a high-pressure stance to secure bargaining chips.

U.S. Treasury Secretary Jeffrey Benson previously warned China that it would face significant tariff increases if it continued to purchase sanctioned Russian oil. Currently, the U.S. and China are in negotiations on trade and tariffs, attempting to extend the 90-day tariff truce, which was originally scheduled to expire on August 12. If these negotiations fail, bilateral tariffs could rise back to triple-digit levels, further exacerbating global trade tensions.
