[Russia to Relocate Military Units for Rare Earth Project Next Year] According to foreign media reports, the Kirov-Apatit Urban Agglomeration Development Plan, approved by the Russian government, stipulates that the relocation of relevant military units for the development of the Afrikanda rare earth metal deposit (REM) in the Murmansk region is expected to take place in 2026. The Murmansk Oblast government, along with the Russian Ministry of Defense, Ministry of Economic Development, and Ministry of Finance, have been designated as the responsible parties for implementing these plans. The CEO of the project operator, Arcmineral Resource, previously stated that the Ministry of Finance proposed requiring investors to bear the costs of relocating the military units, estimated to be between 2.5 billion and 3 billion rubles. Under the license terms, mining operations cannot commence in the Afrikanda mining area until the relocation of the facility is completed.
