On October 31, local time, the Cuban government officially responded to the US's recent hurricane aid proposal, stating that the US had only made a statement but had not taken any action, making no concrete commitments or responding to Cuba's questions. Joanna Tabrada, Deputy Director of US Affairs at the Cuban Ministry of Foreign Affairs, stated that after the US issued its statement, the Cuban Embassy in Washington immediately contacted the US State Department, but to date, the US has neither proposed a specific aid plan nor responded to the questions raised during the communication. The statement also pointed out that other countries and UN agencies that expressed their willingness to provide assistance at the same time have either fulfilled their commitments or are making orderly progress. The Cuban government emphasized that in recent years, Cuba has never imposed additional conditions in its disaster response efforts, and there are currently multiple channels open for US individuals and organizations willing to provide assistance to affected people and their families; humanitarian aid work can continue as usual.
