Shenzhen: Broaden funding channels to introduce social capital to participate in the construction and operation of low-altitude infrastructure. The Shenzhen Development and Reform Commission has formulated a high-quality construction plan for low-altitude infrastructure in Shenzhen (2024-2026), which mentions that according to the principle of "social investment as the main and government investment as the supplement", social capital will be introduced to participate in the construction and operation of low-altitude infrastructure. It will guide all districts, departments, and relevant units to flexibly use national debt, special bonds, REITs, funds and other means to raise construction funds from multiple sources.
