[State Tobacco Monopoly Administration Announces "Administrative Measures for Tobacco Products in Domestic Duty-Free Markets"] ⑴ To implement the State Council's requirements for strengthening the regulation of tobacco products in domestic duty-free markets, the State Tobacco Monopoly Administration has formulated and officially announced special management measures. ⑵ The State Council's tobacco monopoly administrative department will implement unified management of the import and export of duty-free tobacco products in accordance with state-operated trade regulations. ⑶ Retail businesses must submit orders to wholesalers in accordance with regulations. Wholesale businesses will then purchase from suppliers and import or export tobacco products to domestic duty-free markets in accordance with state-operated trade regulations. ⑷ The State Council's tobacco monopoly administrative department will implement planned management of the import and export of duty-free tobacco products in accordance with the law to ensure compliance throughout the entire process.
