Ukrainian Oilseed Exports Reopen, but New Tariffs Raise Market Concerns (1) Citing analysts, the agency reported that Ukrainian customs have begun processing shipments of rapeseed and beans, subject to a 10% export tariff, but only in small quantities. Oilseed exports had previously been interrupted for approximately two weeks due to confusion in customs documentation. (2) From September 4th to 16th, customs approved the export of only 9,600 tons of soybeans and 23,400 tons of rapeseed. In the first half of September, exports of these crops totaled 34,500 tons of soybeans and 56,900 tons of rapeseed, respectively, representing decreases of approximately 67% and 83% compared to the same period last season. (3) Ukraine is a major exporter of rapeseed and beans, primarily to Europe. The 10% export tariff took effect on September 4th. While it applies to exports from traders, farmers selling their own products are exempt. However, ships currently arriving at ports are loading cargo from both traders and producers, but neither traders nor customs officials have the documentation needed to distinguish between those subject to the tax and those exempted, which could lead to short-term price fluctuations.
