Data released today by the Ministry of Finance show that in the first three quarters, national fiscal revenue reached 16.39 trillion yuan, a year-on-year increase of 0.5%. The third quarter saw a significant year-on-year increase of 2.5%, reflecting the current overall stable economic performance with a moderate upward trend. National fiscal expenditure reached 20.81 trillion yuan in the first three quarters, a year-on-year increase of 3.1%. Fiscal spending was prioritized, with strong spending guarantees in key areas, particularly in key national strategic areas such as people's livelihoods and science and technology. Expenditure growth in six areas—social security and employment, education, health care, science and technology, energy conservation and environmental protection, culture, tourism, sports, and media—all reached the highest levels in the past three years. In the first three quarters, local government special bonds, ultra-long-term special treasury bonds, and special treasury bonds injected by central financial institutions totaled 4.21 trillion yuan (including bonds carried over from previous years), boosting economic momentum and driving a sustained recovery. To further leverage the effectiveness of proactive fiscal policies and ensure funding for major projects in key sectors, the Ministry of Finance will continue to advance the issuance of new local government debt quotas for 2026, support the construction funding needs of key projects in the first quarter of 2026, and support local governments in resolving existing hidden debt and resolving government arrears owed to businesses in accordance with regulations, thereby consolidating and expanding the positive momentum of economic recovery. Based on the current fiscal and economic situation, the central government will allocate 500 billion yuan from the local government debt balance quota to local governments, providing strong support for achieving this year's economic and social development goals and tasks.
