She explicitly stated that the authorities support the use of stablecoins for international settlements but firmly oppose their circulation in the domestic payment sector. Nabiullina pointed out that Russia has created the necessary conditions for the application of stablecoins in international settlements and for attracting foreign investment. Currently, the central bank is drafting relevant amendments aimed at legalizing cryptocurrency investment. She emphasized that cryptocurrencies are currently only permitted for use under an experimental legal framework for foreign trade settlements. 2. Meanwhile, the Vice Chairman of the Senate Committee on Digital Economy Development, Sekin, believes that the current lack of clarity regarding the legal status of stablecoins directly hinders the issuance of ruble-denominated stablecoins. He called for the prompt formulation of relevant rules and emphasized that establishing methods for the issuance and regulation of ruble-denominated stablecoins is of significant strategic importance to Russia and will help enhance the ruble's position in the digital realm. It is understood that Sekin has submitted a formal request to the First Vice Chairman of the Central Bank on this matter.
