Earlier this month, Trump and Putin reached an agreement by phone to meet in the Hungarian capital to discuss how to end Russia's military operation in Ukraine. According to three sources, a few days later, the Russian Foreign Ministry sent a memorandum to Washington reiterating the same demands to address what Putin calls the "root causes" of its three-and-a-half-year military operation. These included territorial concessions, a significant reduction in the Ukrainian armed forces, and a guarantee that Ukraine would never join NATO. One source said the US canceled the summit after Russian Foreign Minister Lavrov spoke with US Secretary of State Rubio. Rubio subsequently told Trump that Moscow had not shown a willingness to negotiate. Another source said Trump was "not satisfied with their attitude."
