The Russian Ministry of Defense announced on social media on January 9 that Russian forces had launched a large-scale attack on key Ukrainian facilities using Hazel missiles and other weapons in the early hours of the day in retaliation for the attack on President Vladimir Putin's residence. The Ministry stated that Russian forces used land-based and sea-based long-range precision weapons, including Hazel missiles, as well as drones, to strike key targets within Ukraine, including drone production facilities used by Ukraine in the alleged terrorist attack, and energy infrastructure supporting the operation of Ukraine's military-industrial complex. The objectives of the strikes were achieved. The Ministry stated that any "terrorist actions" by Ukraine would be met with retaliation. Russian Foreign Minister Sergey Lavrov claimed on December 29 that Ukraine attacked Putin's residence in Novgorod Oblast in northwestern Russia with 91 long-range attack drones between late December 28 and 29. Ukrainian President Volodymyr Zelenskyy dismissed the Russian claims as "pure fabrication." Separately, RIA Novosti reported on January 9 that Belgorod Oblast, located in western Russia bordering Ukraine, was attacked by Ukrainian forces on the night of January 8, resulting in widespread power and water outages. Belgorod Oblast Governor Gladkov stated that the Ukrainian missile attack severely damaged the region's infrastructure, with 556,000 people still without power as of the morning of the 9th, nearly the same number without heating, and almost 200,000 without water.
