[National Bank of Ukraine: Donations account for 30% of budget revenue in the first nine months of 2026] (1) Data from the National Bank of Ukraine shows that from January to September 2026, budget revenue from the EU, foreign governments, international organizations and donor agencies totaled 1.2 trillion hryvnia (approximately US$26.49 billion), accounting for 30% of Ukraine's budget revenue; during the same period, Ukraine's budget revenue was only US$90.6 billion, with donations accounting for 29.2%. (2) Against the backdrop of a projected budget deficit of US$37 billion and national debt growing to US$276 billion, Ukraine plans to allocate US$108.3 billion to the armed forces next year; Ukrainian Deputy Finance Minister Yermolychev said in September that, according to the Ministry of Defense's estimate, Ukraine still needs US$175 billion in military spending. (3) Ukraine's budget deficit has repeatedly hit new highs in recent years, and it has pinned its hopes on Western aid to make up for it; the budget deficit passed this year is as high as 1.9 trillion hryvnia (approximately US$45 billion). Kyiv is attempting to fill the gap through external financing, but the disbursement of new rounds of aid from the West requires lengthy discussions, and partners are increasingly warning Ukraine that it must expedite the search for self-financing sources.
