[Five departments: Motor vehicle pooling, traffic safety pooling, etc. shall not be promoted as insurance] On July 28, the General Office of the Ministry of Transport, the General Office of the Ministry of Public Security, the General Office of the State Administration for Market Regulation, the General Office of the Financial Regulatory Administration, and the General Office of the All-China Federation of Trade Unions jointly issued the "Notice on Regulating Matters Related to Traffic Safety Pooling". It mentioned that the incremental risk of traffic safety pooling business should be strictly controlled. No institution shall carry out traffic safety pooling for unspecified vehicles. The names and business scopes of enterprises and self-employed individuals shall not include "motor vehicle pooling", "motor vehicle safety mutual assistance", "traffic safety pooling" and other contents. The notice clearly states that if transportation enterprises carry out traffic safety pooling for their own vehicles, they do not need to separately handle the market entity establishment registration or business scope change registration. At the same time, they shall open a special account for pooling funds, improve and perfect the fund use management system, ensure the standardized use of pooling funds, and consciously accept the supervision of relevant departments; if the above contents are already included in the business scope, the transportation department shall urge them to apply to the market supervision (administrative approval) department for business scope change registration in a timely manner.
