Version 2.0 of the "AI Security Governance Framework" was officially unveiled on Monday at the main forum of the 2025 National Cybersecurity Publicity Week. The framework, designed to align with the Global Initiative on AI Governance, has garnered widespread attention both domestically and internationally since its release in September 2024. With the rapid development of AI technology and applications over the past year, new opportunities and challenges have emerged. To this end, under the guidance of the Cyberspace Administration of China, the National Internet Emergency Response Center (NEEC) led the development of Version 2.0, a collaborative effort with AI-focused institutions, research institutes, and industry companies. As a technical document of the National Cybersecurity Standardization Technical Committee, the new version builds on the 2024 version and closely integrates technological development practices. By dynamically tracking risk evolution, it further optimizes the risk classification system, explores the establishment of risk grading standards, and adjusts and updates targeted preventive and governance measures. Notably, Version 2.0 specifically strengthens the security management of generative AI training data, adding explicit requirements for a balanced balance of foreign and domestic data to ensure the legitimacy and diversity of training data sources, providing more refined operational guidance for AI security governance.
