On October 31, the Shenzhen Municipal Housing and Construction Bureau and the Shenzhen Municipal Planning and Natural Resources Bureau jointly issued a revised "Notice on the Conversion of Existing Non-Residential Buildings into Affordable Rental Housing" to further promote the construction and allocation of affordable rental housing and help revitalize idle commercial and office buildings and other existing housing stock. The notice optimizes the conditions for project conversion. In addition to non-residential buildings with property ownership certificates, buildings with clear ownership documentation from relevant authorities can also be converted according to regulations. Furthermore, it aligns with the Civil Code, requiring the consent of a specified number of co-owners or owners for any conversion involving their interests. The notice strengthens safety supervision during conversion. Conversion projects must strictly adhere to construction permit management. During the design phase, companies must conduct building safety assessments and construction designs as required. District housing and construction departments must provide fire safety technical guidance and services to conversion projects to ensure compliance with fire safety requirements. During the construction phase, quality and safety supervision agencies will supervise the construction of conversion projects according to the plans. The notice standardizes the use of indoor space, allowing for the expansion of usable space through steel structure construction, customized furniture, and other decoration methods, provided that safety is ensured and daily living requirements are met.
