Early Sunday morning (November 17), the southern Ukrainian port city of Odessa once again became a primary target of Russian forces. The Russian military launched a fierce nighttime attack, specifically targeting energy infrastructure with precision bombing, forcing vital life support facilities and critical infrastructure to switch to backup power. Ukrainian officials quickly reported the incident on Sunday morning, emphasizing that despite the full force of their air defenses, the attack caused significant damage, leaving parts of the city without power and casting a tense atmosphere over residents as winter approached.

The regional military governor detailed the attack: a drone damaged a solar power station, the fire was quickly extinguished, and there were no casualties.


Olekh Kiper, head of the Odessa Military Management Authority, released a detailed report via Telegram, noting that the enemy continued to deliberately target civilian infrastructure in the southern part of the Odessa region. Despite active resistance from Ukrainian air defense forces, Russian-launched attack drones successfully breached the defenses, severely damaging several energy facilities, including a solar power plant.

The attack sparked multiple fires, but the National Emergency Services responded swiftly, and the blazes were extinguished within a short time. Even more reassuringly, the attack caused no casualties. Kipper also mentioned that "resilience points" have been urgently deployed in the affected areas. These temporary support stations provide residents with basic electricity and heat, ensuring that critical facilities such as hospitals and water supply systems can operate on backup power, thus preventing a larger humanitarian disaster.

The Ukrainian Ministry of Energy and Air Force jointly confirmed that 176 drones launched an attack, with 139 shot down but 37 still hitting 14 locations.

Meanwhile, the Ukrainian Air Force released a more comprehensive report: Russia launched a ballistic missile and up to 176 drones into Ukraine during the night, of which air defenses successfully shot down or electronically suppressed 139. However, the remaining 37 drones still caused actual damage at 14 different locations across the country, with energy targets in Odessa bearing the brunt. This attack was not merely a single-point disruption, but a continuation of a systematic Russian attack on Ukraine's power system, highlighting the vulnerability of energy security ahead of winter.

In response to the Russian military's increasing pressure, Ukrainian President Volodymyr Zelensky issued a statement on Sunday, demonstrating a firm stance of retaliation.

He emphasized that Kyiv is working closely with Western partners to accelerate the enhancement of its air defense capabilities. Several new and robust agreements with European countries have already been finalized, which will significantly strengthen Ukraine's air defense system, overall resilience, and diplomatic influence.

Zelensky wrote on Telegram that these measures are not just technological upgrades, but a comprehensive strategic enhancement aimed at fundamentally blocking the Russian air threat and allowing Ukraine to gain a foothold during the long winter night.

The government is taking multiple measures to ensure energy security: grid reinforcement, nearly 2 billion euros in financing for natural gas imports, and a new agreement with Greece is a highlight.


Zelenskyy further revealed that the Ukrainian government is making every effort to strengthen the energy grid and secure more natural gas supplies through international cooperation in order to mitigate production losses caused by Russian sabotage.

Specifically, an agreement has been reached to provide nearly 2 billion euros in financing support for natural gas imports, which will be used directly to make up for the shortfall in domestic natural gas production caused by the attacks.

In a statement released on the presidential office website, Zelenskyy specifically announced a new natural gas import agreement with Greece. Meanwhile, Kyiv is actively negotiating with partners including the EU, the US, Norway, Poland, and Azerbaijan to further expand supply and arrange financing for additional imports. These measures, layered together, form a robust energy security network to ensure that the people will not face dire straits due to supply disruptions during the harsh winter.
