U.S. District Judge Stearns in Boston upheld the appeals of 20 Democratic-led states, ruling that the Trump administration had no right to terminate the Community Resilience Infrastructure (BRIC) program or divert funds approved by Congress for the program to other uses. Stearns stated that the government's action constituted an "illegal infringement by the executive branch of Congress's exclusive power to appropriate funds for specific urgent purposes," emphasizing that the urgency of the BRIC program—aiming to prevent natural disasters and save lives—is not diminished by bureaucratic obstruction.
