[EU Foreign Minister: Talks on Using Frozen Russian Assets to Aid Ukraine "Increasingly Difficult"] EU High Representative for Foreign Affairs and Security Policy, Kalas, told the media on the 15th that discussions this week regarding financing arrangements for aid to Ukraine have entered a crucial stage, but consultations on using frozen Russian assets to support Ukraine will become "increasingly difficult." The final EU summit of the year will be held in Brussels, Belgium, from the 18th to the 19th of this month, where member state leaders will focus on issues such as aid to Ukraine. Kalas stated, "We will not leave the summit this week until a decision is made on how to finance Ukraine." Kalas said that the EU is currently discussing several options for financing Ukraine, with the "most credible option" being the "compensation loan" scheme, which involves providing financing to Ukraine using frozen Russian assets as collateral. She said this design means that the funds do not come directly from EU taxpayers and can be implemented through a "qualified majority vote."
