He explained that the "combined allocation and investment" approach involves, based on a comprehensive assessment of the project, first providing research and development funding to the team through science and technology project approval. Once the project's progress gains market recognition and social financing is initiated, the initial R&D investment is converted into investment at market prices, managed and exited in a market-oriented manner, and a mechanism for diligence, responsibility, and tolerance for failure is implemented.
