[International Committee for Claims Against Ukraine Established in the Netherlands] The Council of Europe and the Dutch government met in The Hague, Netherlands on the 16th to launch the "International Committee for Claims Against Ukraine," dedicated to handling claims against Russia for losses caused by the Russia-Ukraine conflict. Leaders and high-ranking representatives from more than 50 countries, including Council of Europe Secretary General Alain Berset, Ukrainian President Volodymyr Zelensky, Moldovan President Jaroslav Sandou, and Dutch Prime Minister Eduard Shofer, attended the meeting. Thirty-five countries and the European Union signed the convention establishing the "International Committee for Claims Against Ukraine." The convention will formally enter into force only after at least 25 signatories have ratified it and sufficient funding has been secured for the initial operation of the committee. Russian Foreign Ministry spokeswoman Maria Zakharova stated in September that the decision to establish such a committee would lead to a further escalation of "legal aggression" against Russia.
