The National Development and Reform Commission, the Ministry of Industry and Information Technology, the Ministry of Ecology and Environment, and other departments jointly issued the "Benchmark Levels and Baseline Levels for Key Areas of Clean and Efficient Coal Utilization (2025 Edition)". Based on the current status and potential of the coal industry, and building upon previous benchmark levels for energy efficiency in key areas, this document expands the scope to include coal consumption for power generation and heating, and coal-to-natural gas. It benchmarks against advanced domestic and international levels in clean and efficient coal utilization, as well as advanced energy efficiency indicators and the strictest pollutant emission requirements in current national and local policies and standards, to improve the benchmark levels for clean and efficient coal utilization.
