On December 17, the U.S. Treasury Department’s Office of Foreign Assets Control issued a general license allowing transactions involving civilian nuclear energy with a number of Russian banks, the Central Bank of Russia, and the National Clearing House. The license states that “this general license authorizes all transactions involving one or more of the following civilian nuclear energy-related entities that are prohibited by the Presidential Executive Order before 12:01 a.m. Eastern Daylight Time on June 18, 2026.”
