Facing continued pressure from the United States on Venezuela, two major Latin American countries, Mexico and Brazil, called on both sides on the 17th to exercise restraint and resolve their differences peacefully. UN Secretary-General António Guterres also issued a similar appeal. Mexican President Jacques Sinbaum, at a regular press conference that morning, called on the US and Venezuela to resolve their differences through dialogue and urged the UN to take action. She urged the UN to "assume its responsibility to prevent any bloodshed." Sinbaum reiterated Mexico's opposition to any form of external interference in Venezuelan affairs and offered to provide "any possible venue for negotiations or meetings" for both countries.
