On December 18 local time, Russian Foreign Ministry spokeswoman Maria Zakharova stated at a briefing that the process of normalizing relations between Russia and the United States was "not smooth." She indicated that Moscow's willingness to engage in pragmatic dialogue aligns with the wishes of the current US administration. Zakharova also emphasized that the deployment of Western troops in Ukraine, in whatever form, is unacceptable to Russia, and that such personnel will become "legitimate targets" of Russian military action.
