According to the roadmap, the United States will advance the construction of its lunar base in three phases, using robotic exploration, technology verification, and manned missions to achieve a long-term human presence on the moon and lay the foundation for future Mars exploration missions. The first phase will last until 2029, focusing on robotic exploration and key technology verification; the second phase, from 2029 to 2032, will deploy early-stage facilities and infrastructure such as energy and communications; the third phase, from 2032 onwards, aims to achieve a long-term human presence on the moon and gradually develop lunar resource utilization and routine scientific research activities.
