The opinions state that by 2030, a systemic breakthrough will be achieved in the high-quality development of internet infrastructure resources, yielding a number of landmark original technological achievements and forming a series of leading technical standards. The internet infrastructure resources and system architecture will undergo innovative evolution, building a new type of internet infrastructure that is highly efficient, collaborative, and intelligently interconnected, and creating a number of new service networks. The innovation and development system of internet infrastructure resources integrating industry, academia, research, and application will be continuously improved, supporting the rapid development of new internet scenarios, models, and business forms. The efficient governance and comprehensive support capabilities of internet infrastructure resources will be significantly enhanced. By 2035, my country will become an important source of innovation and a leader in the global internet infrastructure field, fully supporting the construction of a new type of internet infrastructure that is advanced in architecture, fully interconnected, high-speed and ubiquitous, and secure and controllable.
