[EU's 21st round of sanctions against Russia fails to reach agreement; foreign ministers approve blacklisting of 250 people] (1) EU High Representative for Foreign Affairs and Security Policy Kaya Karas said that at the EU foreign ministers' meeting in Brussels, the ambassadors of the 27 member states failed to reach an agreement on the 21st round of sanctions against Russia. She pointed out that no agreement has been reached yet and some issues remain unresolved. (2) Karas explained that as an alternative, EU foreign ministers will approve blacklisting of 250 people "engaged in various activities," which will be the largest single temporary personal restriction measure to date, rather than the originally planned 21st round of sanctions (which was intended to include new restrictions on Russian renewable energy, banking, and exports). (3) The European Commission had previously planned to pass the 21st round of sanctions at this ministerial meeting, but ultimately failed to do so.
