[State Administration of Foreign Exchange: Fluctuations in my country's External Debt are Normal Over a Certain Period] Xiao Sheng, Director of the Capital Account Management Department of the State Administration of Foreign Exchange, stated at a press conference held by the State Council Information Office that my country's external debt has remained generally stable over the past period, generally hovering between US$2.3 trillion and US$2.5 trillion over the past three years. Fluctuations in external debt over a certain period are normal due to factors such as the external environment and adjustments in the financing needs of domestic entities. At the end of the first quarter of 2026, my country's total external debt balance was US$2.41 trillion, a slight increase compared to the previous quarter. This increase mainly came from three sources: first, increased deposits by overseas institutions in China; second, increased financing needs of domestic entities themselves, leading to increased loans borrowed from overseas; and third, rapid growth in my country's foreign trade, resulting in increased financing for trading companies.
