The plan clarifies that by 2027, the basic civil aviation data system will be gradually improved, the industry's data governance capabilities will be significantly enhanced, and the open sharing of public data in key areas such as operations, travel, logistics, and supervision will be basically achieved. Pilot projects for the market-oriented circulation of data elements will be explored, and a number of high-value data application demonstrations and high-quality data products will be formed. By 2030, the basic civil aviation data system will be more complete, the open sharing and authorized operation of public data in the industry will be fully realized, the supply and development efficiency of data resources will be significantly enhanced, a data element market will be basically formed, and the multiplier effect of data elements will be fully released.
