[EU Proposes “European Security Council” to Address Defense Threats and Hybrid Risks and Strengthen Allied Coordination] (1) The EU will propose a new security architecture with its allies to address growing defense threats, amid doubts about Trump’s commitment to NATO. (2) European Commission President Ursula von der Leyen will propose the so-called “European Security Council” in her State of the Union address in Strasbourg, France, on Wednesday. (3) The draft shows that von der Leyen will say: “Europe needs its own manual for dealing with hybrid threats. We urgently need to reach a consensus on how to deal with certain events. The urgency is obvious. The principle is simple: European security is indivisible.” (4) The draft states that the plan will establish an emergency security agreement: once a member state triggers it, all countries will be mobilized to coordinate a European response. (5) It will also create a new form of security in cooperation with partners such as Ukraine, the UK, Norway and Canada.
