[my country's Comprehensive Mechanization Rate for Crop Cultivation and Harvesting to Exceed 80% by 2030] Recently, the Ministry of Agriculture and Rural Affairs and the Ministry of Industry and Information Technology jointly issued the "National Agricultural Mechanization Development '15th Five-Year Plan'" (hereinafter referred to as the "Plan"), which clarifies the overall requirements, specific goals, and key tasks and measures for high-quality development of agricultural mechanization during the "15th Five-Year Plan" period. The Plan emphasizes addressing the shortcomings and weaknesses in agricultural mechanization, continuously improving the research, development, manufacturing, and application levels of agricultural machinery and equipment, and constantly enhancing the capacity for mechanized agricultural production and disaster prevention, mitigation, and relief. The Plan proposes that by 2030, significant achievements will be made in the high-quality development of agricultural mechanization, with the comprehensive mechanization rate for crop cultivation and harvesting exceeding 80%, and striving to increase it to over 75% in hilly and mountainous areas. Mechanization of livestock and aquaculture, and primary processing of agricultural products will accelerate; new technologies and equipment such as artificial intelligence and new energy will be widely applied in the field of agricultural mechanization; the socialized service capacity for agricultural machinery operations will be significantly improved, and the capacity for disaster prevention, mitigation, and relief will be significantly enhanced. The plan outlines five key tasks and measures: First, to further implement the high-quality development action plan for agricultural machinery and equipment, and accelerate the improvement of the supply capacity of advanced and applicable products; second, to focus on removing obstacles in pilot testing and maturation, and to intensify the promotion and application of agricultural machinery and equipment; third, to expand the application scenarios of agricultural machinery and promote the formation of new industries and new business models; fourth, to improve the quality and level of agricultural mechanization production and enhance the disaster prevention, mitigation, and relief capabilities of agricultural machinery; and fifth, to strengthen policy support across the entire industry chain and improve the management level of the agricultural machinery industry.
