The Ministry of Culture and Tourism recently officially issued the "15th Five-Year Plan for the Construction of the Public Cultural Service System," which explicitly proposes to accelerate the construction of digital infrastructure in the public cultural sector. The plan points out that it is necessary to steadily promote the establishment and improvement of the national smart library system and the national public cultural cloud platform, strengthen the integration and aggregation of various public cultural resources, and coordinate related businesses to solidify the core platform support for the national public cultural digital infrastructure. At the same time, it is necessary to accelerate the research and development of key technical standards in the public cultural sector, support various regions in optimizing and integrating their local public cultural digital service platforms according to unified standards and specifications, and ensure seamless integration with the smart library management system and the national public cultural cloud platform to achieve interconnectivity among various digital infrastructures. Furthermore, the plan encourages local governments to incorporate the construction of public cultural digital infrastructure into the overall layout of local new infrastructure construction, deepen the connection and data mutual recognition with local government service platforms and public service platforms, and create an integrated platform service with full-domain resource sharing and cross-scenario business collaboration. It also encourages public cultural institutions at all levels to carry out digital transformation based on the principles of pragmatism, economy, and efficiency, steadily promote the upgrading of digital service equipment and the iterative upgrading of management systems, and better meet the increasingly diverse public cultural service needs of the public.
