In a letter to the heads of member associations, FIFA President Gianni Infantino proposed that he submit a proposal to the Council to vote on whether to commission an independent external body to review FIFA's current governance system for major strategic initiatives. He also suggested that the Council establish a direct, systematic, and time-bound communication and consultation mechanism with the continental federations, member associations, and relevant stakeholders. No member association should be treated differently based on its stance on any proposal or institutional matter.
