[Peru Declares State of Emergency in Multiple Regions to Cope with El Niño] The Peruvian government announced on March 3 that it would declare a 60-day state of emergency in more than 1,300 cities and districts across the country to address the potential for heavy rainfall caused by the El Niño phenomenon in 2026-2027. The official Peruvian newspaper, El Peruano, published a decree issued by the Peruvian government that day, stating that the state of emergency covers more than 1,300 cities and districts, involving 24 provinces including Lima, Piura, and Ica, as well as the municipality of Callao. During the state of emergency, local governments will immediately take measures to reduce the extremely high risk of disasters in their areas and carry out emergency response and post-disaster recovery work. The Peruvian National Civil Protection Agency will be responsible for technical coordination and supervision, and multiple government departments, including the Ministry of Health, the Ministry of Education, and the Ministry of Defense, will participate in the operation. El Niño refers to a large-scale and sustained abnormal warming of the sea surface in the eastern equatorial Pacific Ocean, which often causes climate anomalies in many parts of the world. The World Meteorological Organization previously predicted that there was a near 100% chance that this El Niño event would continue until February 2027, and it could become one of the strongest El Niño events since at least 1950. A recent report from the Peruvian El Niño Research Center predicts that, influenced by this super El Niño, rainfall in northern, central coastal, and mountainous areas of central and western Peru is expected to be above normal in the coming months, with some areas potentially experiencing heavy rainfall.
