[Five Departments: Vigorously Promote Clean Replacement of Coal-fired Boilers and Coal-fired Industrial Kilns, and Completely Eliminate Coal-fired Boilers of 10 Tons/Hour and Below] Five departments issued a notice on the "Action Plan for Implementing a Comprehensive Energy Conservation Strategy." The plan strengthens source control of energy conservation and carbon reduction, strictly implements energy conservation review and carbon emission assessment methods for fixed asset investment projects, strengthens comprehensive review and evaluation of project energy consumption, coal consumption, and carbon emissions, and mandates that new (renovated, expanded) high-energy-consuming and high-emission industrial projects implement equal or reduced carbon emission replacement, effectively controlling high-energy-consuming and high-emission projects. New (renovated, expanded) coal-using projects in key national air pollution prevention and control areas must legally implement equal or reduced coal replacement. The plan vigorously promotes clean replacement of coal-fired boilers and coal-fired industrial kilns, and completely eliminates coal-fired boilers of 10 tons/hour and below. It accelerates the heating system renovation of coal-fired units and the construction of supporting pipelines, and eliminates old and inefficient coal-fired units and boilers. It also promotes the orderly elimination of inefficient coal-fired facilities and equipment in agricultural, commercial, and residential applications.
