This includes further promoting the comprehensive utilization and efficiency enhancement of bulk solid waste in industry, urban areas, agriculture, and forestry; strengthening tailings recycling; and improving the classification and grading management system for bulk solid waste. It also includes improving the refined and standardized recycling network for industrial and social waste. Furthermore, it emphasizes strengthening the recycling and utilization of "urban minerals" such as scrap steel, scrapped motor vehicles, and waste electrical and electronic products. The plan also vigorously promotes the recycling and utilization of solid waste such as "new three types" (new energy vehicles, new energy vehicles, and new energy products), constructs a full life-cycle management system for power batteries for new energy vehicles, and improves regulations for the decommissioning and scrapping of wind power and photovoltaic equipment.
