Today, the National Health Commission issued a public notice soliciting opinions on the "Draft Amendments to the Blood Donation Law of the People's Republic of China." The draft currently contains 60 articles, an increase of 36 articles compared to the current 24 articles in the original Blood Donation Law. The draft scientifically adjusts the age and intervals for blood donors. The recommended age range for blood donors has been revised from 18 to 55 years old to 18 to 65 years old, provided that citizens meet health requirements and donate blood voluntarily. Blood banks are prohibited from collecting more than 400 ml of whole blood from each donor, and the interval between two whole blood donations has been revised from no less than six months to no less than ninety days. Blood donors have the right to receive commendations and awards. Relevant units should support and incentivize citizens who participate in voluntary blood donation, and may provide appropriate subsidies. Employers can arrange rest periods for blood donors based on actual circumstances. Blood donors are exempt from paying blood cost fees, and their spouses, parents, and children are exempt from or have reduced blood cost fees when using blood clinically. While ensuring the availability of blood for emergency use, medical institutions and blood banks should prioritize the clinical blood use of blood donors and their spouses, parents, and children.
