On March 16, local time, Ecuadorian President Daniel Noboa signed and issued Executive Order No. 288 in the capital Quito, authorizing the Ministry of the Interior and the Ministry of Defense to initiate emergency procurement procedures within their respective jurisdictions to expedite the acquisition of materials and services needed to maintain national security and public order. This is one of the measures taken by the Ecuadorian government in response to the recent deterioration of public security, aiming to improve the government's response speed to security challenges and strengthen logistical support for the police and armed forces, thereby more effectively combating criminal activities. Previously, on March 15, local time, the Ecuadorian Ministry of Defense issued an emergency notice announcing the launch of a security operation called "All-Out Offensive" in the provinces of Guayas, Los Ríos, and Manabí, deploying 10,000 soldiers to focus on cracking down on active criminal gangs in the area.
