[Russian military launches large-scale retaliatory strikes against Ukraine, limited to military targets; Ukraine requests emergency meeting of the Security Council] (1) On May 24, the Russian Ministry of Defense stated that the Russian military launched a large-scale retaliatory strike against Ukraine that day, using multiple types of missiles such as the Hazel, Iskander, Kinzhal, and Zircon, as well as attack drones. The targets were limited to military command facilities, air force bases, and defense industry enterprises, and no civilian facilities were planned or targeted. (2) On the same day, Ukrainian Foreign Minister Sebiga stated that he had authorized the country's mission to international organizations to request an emergency meeting of the United Nations Security Council. (3) Sebiga also proposed that the OSCE Security Cooperation Forum and the Permanent Council hold a joint meeting in response to the Russian attack.
