[Shanghai Pilots Restricted Taxi List Measures] The Shanghai Municipal Transportation Commission announced that, in order to strengthen corporate responsibility, enhance industry self-regulation, and improve service quality at transportation hubs, a restricted list mechanism for transportation hubs has been established through consultation among hub management units, industry associations, and taxi companies. Shanghai Pudong International Airport, Shanghai Hongqiao International Airport, and Shanghai Hongqiao Railway Station have piloted the restricted list measures. Taxis and drivers operating at these hubs who are involved in behaviors such as refusing passengers, negotiating fares, abandoning passengers mid-journey, tampering with meters, or illegally obtaining short-distance express lane qualifications are included in the restricted list. A first violation results in a 3-month restriction on the vehicle and driver entering the hub; a second violation extends the restriction period to 6 months; and a third violation results in a permanent ban from operating at the aforementioned hubs.
