[Russia Resumes Diesel Export Loading] ⑴ Data from some organizations shows that Russia has resumed loading diesel for export from the Baltic port of Primorsk after Washington and Moscow reached an agreement to supply fuel to the global market. ⑵ Shipping data shows that a tanker carrying approximately 40,000 tons of ultra-low sulfur diesel completed loading on October 13 and is en route to Morocco. ⑶ Last week, US President Trump stated that Russia had agreed to supply diesel to the global market to lower fuel prices, and his government temporarily lifted some sanctions on Russian fuel. ⑷ Following the agreement, Russia partially lifted the diesel export ban on October 10. Deputy Prime Minister Novak stated on Monday that by the end of the year, Russian diesel exports could increase to approximately 3 million to 3.5 million tons per month, which is the country's usual diesel export volume. ⑸ Further attention needs to be paid to the actual loading schedule of Russian diesel exports, changes in sanctions arrangements, and their impact on global diesel market supply, demand, and prices.
