[Mexican Foreign Ministry: US-Mexico Border Cannot Be Unilaterally Changed by a US State Government] The Mexican Foreign Ministry issued a statement on the 30th, saying that the border between Mexico and the United States cannot be changed by the decision of a US state government. Regarding claims by Texas officials that nine islands in the US-Mexico border river belong to their state, the Mexican Foreign Ministry stated that US state governments have no right to make such determinations. The statement emphasized that the International Boundary and Water Resources Commission (IBOR) is an agency authorized by both governments to implement the 1970 US-Mexico Boundary Treaty and has the authority to determine which side of the border each island is located on. According to the treaty, neither party may construct engineering facilities that the IBOR deems likely to alter or obstruct the normal flow of rivers. The statement said that Mexico will closely monitor any actions in the region and reiterated its commitment to adhering to the treaty and continuing bilateral dialogue through established mechanisms.
