The General Office of the Guizhou Provincial People's Government recently issued "Several Policy Measures on Cultivating and Strengthening Business Entities," proposing to implement a new round of state-owned enterprise reform, continuously deepen the reform of the labor, personnel, and distribution systems, improve the classified assessment and evaluation system, and improve the "one enterprise, one policy" assessment mechanism to comprehensively enhance the effectiveness of state-owned asset supervision. It also calls for the orderly promotion of cross-level integration and restructuring of provincial, municipal, and county-level state-owned enterprises with high relevance to the province's leading industries, promoting optimal resource allocation and comprehensively enhancing core competitiveness. Simultaneously, it emphasizes promoting the reform and transformation of financing platforms, orderly advancing their market-oriented, substantive, and rule-of-law transformation, supporting classified enterprise integration and restructuring according to the principle of "merging within the same industry and industry relevance," promoting the transformation of platforms towards market-oriented businesses such as urban operation and industrial investment, guiding financial institutions to support the resolution of existing debt risks in accordance with laws and regulations, guiding cities and counties to formulate and improve reform and restructuring plans after the exit of financing platforms, and strictly prohibiting the establishment or transformation of various types of financing platforms.
