The documents state that ICE plans to purchase 16 buildings and convert them into small detention centers, each accommodating 1,000 to 1,500 people with an average detention period of 3 to 7 days. Simultaneously, it plans to open eight large detention centers, each accommodating 7,000 to 10,000 people with an average detention period of approximately 60 days.
