[EU Council Pushes for Simplified AI Regulatory Rules, Bans AI Use for Generating Pornographic Content] The European Council reached an agreement on the 13th on a proposal to simplify some regulations governing artificial intelligence (AI), mainly involving streamlining the EU's AI regulatory framework, reducing the compliance burden on companies, and prohibiting the use of AI to generate pornographic content. In a press release issued that day, the Council stated that the proposal is part of the European Commission's "Comprehensive Simplification Package" legislative plan, mainly involving adjustments to parts of the EU's Artificial Intelligence Act, including postponing the application of regulatory rules for high-risk AI systems by up to 16 months, until relevant standards and tools are ready; expanding the scope of regulatory exemptions for certain companies; strengthening the powers of the European Commission's AI office, and reducing fragmentation in governance. The position paper adopted by the Council on the 13th generally adopted the European Commission's proposals, and added a new provision prohibiting the use of AI to generate unconsented sexual content, private content, and child sexual abuse content. The Council stated that the rotating presidency of the EU will initiate negotiations with the European Parliament to advance the subsequent legislative process of the proposal.
